The military is basically giving away their surplus of these to local law enforcement across the country. It may be overkill in some places, but it's free, so they take it to replace aging vans and such.

Odds are they paid a fraction of what a true SWAT vehicle costs and a fraction of what the original cost of this monstrosity was.

That's how police departments are getting these things. The government is selling them on the cheap to anyone who will buy one. And if a department wants a SWAT vehicle for whatever—drug raids, active shooters, etc—then this becomes a viable option due to cost rather than overblown capability.

Other than it uses more gas and is reinforced for IEDs, how is that different than normal SWAT vans? It's free rather than buying a replacement upconverted E350. As long as they deploy them similarly it gets a big meh from me.
